Albany County Executive Michael Hoblock has ordered an evaluation of locally funded drug rehabilitation programs to see how many clients complete the program.
It is unquestionably a good idea to finally determine what, if anything, county taxpayers are getting for their funding of approximately 30 treatment programs of different types. A series of articles by the Times Union last December showed that many publicly funded programs could not demonstrate their usefulness. Indeed, it remained uncertain which kinds of programs were the more effective.
